InuYasha (Magic world, action, romance and a guy is under control by a girl like in zero)

Kaze no Stigma (romance, action, magic with ecchi moments)

Shakugan no Shana (action, magic, romance, MC is tsundere as well) *In this anime kisses aren't so often, but it's similar to zero I think.

Rosario to Vampire (Ecchi, romance, magic world, school of magic/monsters and MC is only human there)

No :O sorry... I watched this anime a few years ago, but I was sure there were kisses. When I checking this now, they had a lot of situations when they tried to kiss, but it didn't work. MC is vampire so there are only moments when she bite him.

Watch rakudai kishi no cavalry! You have 2 or 3 kiss scene but you should watch it! It's one of the action anime where the mc has the courage to kiss her

-Soredemo sekai wa utsukushii, there"re several kiss scene but the forehead kiss is my favorite scene

One of the best anime by far that fits this desire perfectly is called "Darling in the Franxx" it's got lots of action and kissing as well as a lot of plot and relationship development tho it does take a bit to get to the true tear jerkers
