Name This Anime, Please.

Hey, I'm trying to remember the name of an anime a coworker recommended to me a while back (maybe 1996 or so). The only thing I remember is him describing it as "like Blade Runner, only with Chinese mobsters" (not Japanese Yakuza). Another thing he mentioned was that it, supposedly, ripped off the pool hall fight in Mean Streets at some point.

I'm pretty sure it was a movie or one-shot OVA of sorts (not a series).

If you guys could recommend me some leads that would be great. This anime has been swimming around in my head for years now.

Also, It's not Crying Freeman. I've had people tel mel it's this in the past, and their mistaken. It's nothing like Blade Runner and theirs no pool fight.
