I really like romance anime where the heroine is really strong and/or smart. Since I'm in the mood for fast moving, I'd prefer something that moves fast, but I'm okay with slow moving so long as the main female heroine is likeable.

Characters I liked:
That girl (can't recall her name) from Skip Beat
Kotoko from Itazura na Kiss (though she wasn't that smart, her determination and strong will won me over and me really like her character)
Rana, Satellizer, and Elizabeth from Freezing (almost all the girls from that show were super badass)
Sailor Jupiter from Sailor Moon
Sakura from Naruto (not a huge Naruto fan, though I do like Sakura's character)
Tsukashi from Boys Over Flowers
Both Nanas from NANA because both were determined to be independent in their own way
Didn't like:
The girl from Clannad because she was so weak and frail.

I'm not entirely sure what you're looking for since the "strong female protagonist" is quite a common theme in anime if you know where to look.

Kotoko reminded me a lot of Nana Komatsu from NANA.

I recently finished Hanasaku Iroha. The main Ohana is very strongwilled. Romance theme is pushed to the background in favour of the "coming of age"/"finding your own place in the world" themes. Cute slice of life with traditional japanese culture elements. It's very relaxed, but it also has a decent plot pacing.(Also consider Tari Tari from the same studio).

Soredemo Sekai wa Utsukushii -> currently airing, btw
Chihayafuru -> optimistic, strong-willed and good at "sports" , Chihaya
Kaichou wa Maid-sama ->Misaki is president to almost (with a small population of girls) all-boys school
Saiunkoku Monogatari -> Shuurei is in charge of changing the emperor to betterment
Romeo X Juliet
Shaman King -> Kyouyama Anna, the strong-willed future wife with fiery personality
Tonari no Kaibutsu-kun -> Shizuku is strong-willed and very intelligent
Ouran Koukou Host Club -> Haruhi is very intelligent and capable
Fairy Tail -> Erza, very strong warrior

All of these are nice romances or at least have a significant portion of the story about romance with very strong female characters

full moon wo sagashite, though romance is simply a part of the story

princess tutu, if you don't mind a tragic romance

Seto no Hanayome, if you're ok with rom coms

Tetsuwan Birdy Decode, for a more drama oriented romance

Spice and Wolf, though the romance doesn't really come to the forefront until the second season

Ouran High School Host Club, if you're okay with reverse harem

NANA, though only one of the Nana's would likely appeal to you

Definately. Ayase Chihaya is great. But the plot pacing can be a bit slow (read: one game can span out over three episodes). Still, it's my favourite sport anime, mostly because it's a very untraditional sport. No Baseball, Tennis or Swimming. Instead a game that requires reflexes and brains.
