Uchiha Shisui was basically kabuto's prime candidate to be reincarnated via edo tensei but kabuto said "it was like the body had disappeared" when he tried searching for it. We all know Itachi killed him but then, what if Itachi didn't kill his best friend?
Why do i even consider this? Well Itachi said this is the way he got his mangekyou sharingan but we all know after seeing Sasuke obtain one, you actually "do not" have to kill your best friend in order to obtain mangekyou sharingan..
if you go to Narutopedia it says that Shisui taught Itachi that "self-sacrifice"… a nameless shinobi who protects peace from within its shadow…" was the true mark of a shinobi!.
this exact line makes me think that maybe he did not want to be dead and Itachi may have let him live after taking his eyes, so he could live up to his way of the ninja,by protecting peace from within its shadows. Itachi also compared Shisui to the likes of Naruto as they shared similar ideals and goals, im assuming this means they both wanted peace as one example.

Although Shisui was devoted to his clan, he was even more devoted to the well being of his village, a trait he inherited from his father. His devotion to his village was so strong that he never fell victim to the Curse of Hatred when awakening his Sharingan or even his Mangekyō Sharingan. He even went as far as to attempt to put his clan under a genjutsu in order to stop their coup d'etat which would lead to civil war.
Abilities:Shisui was one of the few members in the clan's history that was able to awaken the Mangekyō Sharingan. Its design is a four-point pinwheel and granted him access to powerful genjutsu techniques, the strongest of which was a unique genjutsu noted to be of the highest calibre, Kotoamatsukami.[11] This technique allowed him to enter a person's mind and manipulate them by giving them false experiences, making it seem as if they were doing things on their own free will; the victim wouldn't even notice they were being manipulated.[14]
So before i decided to nominate shisui, i thought i better check out his father's background too
but from the sounds of it, shisui had very powerful genjutsu, he could easily have faked his death with Itachi's help, his best friend.
Kagami Uchiha's background from narutopedia says this..
During the First Shinobi World War, he and his team-mates Danzō, and Torifu went on a mission with Team Tobirama. Pursued and ultimately surrounded by Kumogakure's Kinkaku Squad, the group discussed their options, where Kagami noted that Koharu's plan of an ambush wouldn't work and that instead a diversion was needed to lure the enemy away. He then listened as the Second, who had nominated himself as the decoy, appoint Hiruzen as the Third Hokage.[1] Not much is known about Kagami's life after this, except for the fact he fathered a son who also inherited his devotion to the village.[2]
He is assumed to have died at a later point, some time either before, or during the Uchiha clan massacre.

Heres a bit more personal info on Kagami,which may help his case for being the shadow.
Along with a strong devotion towards his own clan, Kagami was noted to be greatly dedicated to the protection of Konohagakure, having accomplished much for the sake of the village, traits that would be passed onto his son Shisui.[2] His sense of loyalty was so great, he never fell victim to his clan's Curse of Hatred, something that normally had a high probability of happening after awakening the Sharingan. For this reason, he was one of the few Uchiha that Tobirama believed in as well as one of the six people Tobirama chose to work directly under him.[2]
From what i can see right now with the information gathered:
Tobirama is currently the one in Sasuke's vicinity looking on into the smoke..
Tobirama believed in this Uchiha kagami and had kagami work under him but probably never saw him again since nominating himself as the decoy and giving sarutobi the title of 3rd hokage while trying to be decoy.
It's possible Tobirama cant use sensory skills right now due to the rods stuck in him by Madara and is why the shadow remains a mystery to him.
Kagami used to be in a team with Danzo/Torifu so he could still be living, probably just old.
Kagami or Shisui would both have powerful enough chakra for Karin to be worried.
