Strike Witches ... here's why

Stella C3-bu is also alright, albeit being an airsoft anime with high school girls.

Also its not guns, but you can try Girls und Panzer. IF you want girls wth guns, what more girls with tanks right?

All three shows have romance, assuming yuri is your thing ... hope this helps!

I can think of a few if you replace guns with mechs or swords. The only one I can think of that meets all the qualifications is Senjou no Valkyria: Gallian Chronicles.

Canaan (no romance, but an amazingly awesome anime with a bad ass chick with a gun)

Crystal blaze (there are chicks with guns in this)

Appleseed (this is a mecha but has romance and a chick with a gun)

RahXephon (this has romance, and Haruka has a gun in it)

Guilty crown (Inori had a gun sometimes and there is romance)

The Big O (there was chick that he always consorts with that has a gun. I don't know if you would call it romance, but this also has mecha)

"People die if they get killed" who knew.
