Those who seek miracles will never experience one. The hand of salvation only extends to people
who try to make miracles happen. - Ef a tale of melodies.

We are humans. - Shinsekai yori

Tough one? Not really. There are a lot that fits.

Using spoiler tag because tragedy obviously means there is some sort of tragedy.

There's a lot stuff airing this season that falls under that category. Check out Blood Lad, Makai Ouji, The World God Only Knows: Goddess Arc for action/romance.

Give Kamisama no Inai Nichiyoubi a try if you want action/tragedy. I also noticed you haven't seen Fate Zero yet, that's fantastic for a action/tragedy as well.

I'd try Zetsuen no Tempest. It is all started by an initial tragedy and there is quite a bit of action. Romance is more toward the second half, too. Great animation and art. Has allusions to one of Shakespeare's greatest tragedies as well as embedded quotes from it as well (Hamlet).
"What do you do when there is an evil you cannot defeat by just means? Do you stain your hands with evil to destroy evil, or do you remain steadfastly just and righteous even if it means surrendering to evil?" -Lelouch Lamperouge

“Everything happens for a reason. The daily tragedies and misfortunes are all meaningful events, leading toward an ideal conclusion. With that in mind, there probably isn’t really any meaningless misfortune.” -Aika Fuwa

Code Geass might also fit what you're looking for, too. Another great anime.

Well these fit...

Basilisk

Ayashi no Ceres

Shikibane hime aka and kuro

Soultaker (ok so the whole animation is like bakemonogatari, flashing colors. This is an odd one, just be prepared.)

Katanagatari

Kamisama no Memochou
"People die if they get killed" who knew.
