Why isn't one piece made the game that would give hope to anime games.

The best idea for a one piece game in my mind. Is you start out as your own pirate. Choose your build of haki, swordsman, devil fruit what have you. Then as you sail across the sea you have optional crewmates that can join you and manage your ship. Then we could get either a nemesis system of other pirates and marines after you or slowly bring in characters from the series in a meaningful way
