I am in the United States, so yes and no. We encourage reading I suppose, but not reading good books or reading comprehension. I will be honest, I think Harry Potter has done more harm than good in that it discourages all but the most basic level of media/narrative literacy. Most people are incapable of discussing the choices the writers make, and only what characters do within a story or in-universe. Children are worst off for reading Harry Potter.

Tries to encourage but unsuccessfully. I got into reading in elementary school by starting with young adult books and then started reading a lot of fantasy/sci-fi in late elementary. The school was encouraging books for children which no one wanted to read, so me and a couple friends were like the only ones that read books in their free time. If the schools gave the kids Hunger Games or something like that, more of them would read. I read Game of Thrones when I was 10 and look how normal I turned out.

Then in middle school and high school they tried to pour classics down everyone's throat and once again unsuccessfully. For starters, most people in high school general dont want to read the classics, its as simple as that. Second, its kind of difficult when so many of our great writers of the past were socialists, nationalists and panslavists, all things that the current establishment hates. So we got a lot of foreign (read "exclusively western") literature shoved down our throat. Obviously a high schooler shouldnt read Orwell, I thought Orwell was deep when I read it in late elementary but anyone past middle school should be able to tell that it has no literary value except for examining propaganda which both 1984 and Animal Farm are.

Whatever the Czech schools were trying, they pretty much encouraged my entire generation not to read.

They tried to in school, but I only like reading forums and manga. As a former academic, it made me dislike reading as I grew up.

I mean I always thought that Harry Potter is a bit stupid even as a kid so I read only one (I think?) but I dont see anything wrong with it being a first book for a kid. The first step should be learning how to read and the second how to read fast and understand whats going on. I think its pretty ok for the second step

I think for these past years I read enough about economics, geo-strategy, and geopolitics stuff; it's interesting, but it made me hate a lot of current life stuff.

Manga still better.

Hard to say really...
In my School in the earlier years, you were given books to take home and pore over, later to write what you thought about it.
And you could also borrow books from my School, some of which I never returned (oops🤭).
Never felt like it was truly encouraging you to read though, I just read because I like reading.

I'm not in the educational loop so...not sure.

Libraries are always getting threatened with closure, although we have mobile libraries and even repurposed phone boxes being used as them

Of course though these get often vandalized and books stolen, cos that's what we do innit?

There's stuff like book groups also, but I imagine these are set up independently and are primarily geared towards socialising rather than actually reading.

So in Book 2 Dobby is a prominent character who is a house elf, beings who are commonly enslaved by Wizards. His owner, Lucius Malfoy, is physically abusive or threatens Dobby with physical abuse if he does not show compliance. Harry eventually frees him at the end of the book by giving him a sock (Giving clothing to a house elf frees them)

In Book 5 (I Believe) Hermione sought to free all house elves by creating the organization SPEW. However, everyone makes fun of Hermione including her friend Ron, who insists that house elves like being slaves while Harry is just apathetic to the whole affair until Hermione gives up and nothing happens. In fact, Hermione is portrayed as wrong here.

When house slaves die, some families even cut off their heads to mount them on the walls.

This was obviously never adapted into the movies, but holy shit. In general, Wizarding society is intentionally framed as prejudiced against non-Wizards but Rowling does not think it is that bad or worth changing.

When you are trying to put forth a message about the world, you probably should make the world you created at least resemble that aspect you want to scrutinize. Magic can exist, but that does not mean your characters cannot act like people, with their own fears and goals and histories and prejudices. Rowling wrote Dobby's enslavement to be bad, but then did takesies-backsies and retroactively justified the system she originally criticized.

Relying on in-universe explanations to justify things in stories can be stupid in cases like this, because it avoids the question of "why would Rowling write a story where slavery was justified?, and more generally "why did the author write it this way" or "why did the author choose for this to happen"?

This is such a basic level for media literacy, but a ton of Harry Potter fans don't even reach that level, and it fucking saddens me. "But house elves like slavery", yeah, because Rowling wrote it that way, you fucking dumbasses.

I guess I agree with you, I hate when writers do that but as I have said I dont remember much from Harry Potter, I read it a loooooong time ago. Wouldnt surprise me if the book was dumb like that.

In elementary school, those who read the most books each year got praised for it, and it looked better on their certificate.

A few months ago, when I was in the train station, there was a library there, where you could just borrow books to read while waiting.

So, I guess yes.

They give you access to all the books for free. I personally think it's more than enough. Reading was never as easy as now.

But they can't compete with ps/xbox and netflix, obviously, when it comes to people's attention. Reading habit comes from family, lol.

Our gaming consoles are covered with dust, can't say the same about books. Should I praise our country for that? I doubt. Would I blame it if it was the opposite? That would be just hypocrisy.

In schools, yes.

In stores which offers books, no. It is cheaper to buy a vodka than a good book.

In libraries, yes and no, depends on town/city/library etc.

It is pretty decent in my province. We don't have any Quebec sales taxes on books in bookstores. We can get a library card for free (it was still not the case a few years back but the government forced them to), and the BAnQ (the provincial library) is definitely worth the detour. The place is also gigantic.

Absolutely not, the education system tries to no avail, we are among the European countries with the lowest amount of readers, however i think that manga (mangas?) can have a positive effect on it as they are becoming extremely popular.
