Jiraiya can't be above Pain. We literally saw that matchup and it wasn't even close.

I will say he is in the lower top 10 list in the race of the strongest characters in Naruto shippuden but if u include boruto than he gets in the lower top 20 for sure...

Well, let's make an unordered list of stronger characters to see. First, there are 6 people we see in the main plot of Shippuden, but who serve more as myths/lore from a power perspective than actual characters. These six are Kaguya, Hagoromo, Indra, Ashura, Hashirama, and Madara. (Obviously we do see some of these get character arcs or whatever but it's almost entirely backstory, a part of their myths; these characters don't develop during the actual story other than swelling to serve as inevitable doomsday devices that need to be stopped). Characters that serve as lore like this are generally not restricted to playing by the rules of normal writing in their power scaling, so they're clearly among the strongest characters in the series.

On top of these six, we also have Naruto and Sasuke, who are the primary protagonists and therefore reasonably assuredly stronger than non-myth side characters.

And lastly on the assuredly-stronger list is Obito, who serves as the face-antagonist for like half of Shippuden and is therefore necessarily among the strongest (plus 10 tails OP).

This leaves one slot that can go to a non-myth, non-antagonist side character. That means I think Itachi COULD snag it, but you'd have to make the argument that he's stronger than 8 gates Might Guy, Kakashi, etc. Imho it should really go to Guy, but because Guy's fighting style and Itachi's are so dissimilar, it would really depend on what the context of the fight is imo.

Obviously, if you include the movie and Boruto (which I haven't seen) then you expect the likelihood of Itachi making it to go down, as new stronger characters appear. So I'd say as an educated guess that Itachi is just outside the top 10, but probably in the top 20.

How is itachi stronger than code, hashirama and pain also why is Shisui, Sarada and mitsuki on the list. Where is Sakura, kinshiki, obito, toneri, daemon, eida, kakashi, guy and MADARA? This list is terrible

Uhhh no. Not really, no. Even when we exclude the space aliens id still say no. Hokages were stronger than him, Madara, Naruto and Sasuke, Pain. The snake guy who followed Orochimaru around.

The list is kind of misleading, as you put more than 7 characters above Itachi here.
