Actually , it's the publisher who feared about a possible censor/ban by the government , so they forced the Authors to stop the Yuri scenes , especially since readers were complaining about that.
The government actually didn't stepped in , otherwise they could have officially banned it.

in fact in japan you can literally go to fucking prison for trying to get a gay marrage, also hate crimes against gay people are not punished there is no law against it,
taiwan is so far the only place in asia with legal gay marriage, and china doesn't have full legalization but it has "guardianship" where you can have some one be the others guardian that functions as a marrage,
something that doesn't exist in japan.

I think OP needs to do more research nex time. You see, the chinese government, the smelly, unwashed commies don't particularly care about whats in the books, or in the manhua, they ban or censor this stuff in the TV/Drama adaptations only.

Otherwise how would China became the absolute juggernaut of BL light novels, as they are now.

I notice most of the more modern manhua are clever about not showing any direct kisses anyway. Typically a convenient strand of hair will float up and block the lips, or maybe a flower petal shall float down. Less subtle methods include the blinding beam of censorship white light shining over the top or just not drawing a mouth at all lmao
