I would say from my own perspective that it's pretty much a filler episode. I don't know what others will think though.

no both season cover 2 volume each of the LN. I have no idea where you get the idea of filler but aside few exceptions seasonal anime don't have fillers it's not like in the big three time. The last exception it's black clover aside it all seasonals anime are canon to their original material what may differ it's how it's adapted.

I know the seasons are canon. But what about the individual OVAs (like this one) and the movie?

it's an ova/special episode, not in one of the main seasons. you could argue that all anime special episodes are filler i guess

My word of advice, stop worrying about filler and just enjoy the show. Does it really matter if it's a core part of the storyline if it's hilarious? After all isn't that why you're watching this show in the first place, to be entertained?

I mean “filler” is random content to help manga catch up when anime is going to fast. This is just a non-plot chapter they made an OVA since it probs didn’t fit into the flow of the show to be part of the season, or would be more fun as a special OVA episode. If you’re asking if it’s necessary: nope! Can’t speak on the Movie

Only the seasons and the movie are canon and cover the first 5 light novels, the OVAs are more or so fan service and fun.

In my opinion, it has good characterization for Megumin (and the beginning of her feelings towards Kazuma, and explains Kazuma’s complete lack of feelings towards Aqua, both of which are pretty significant relationships in the series.
But it also has Kazuma act, in my opinion, much more scummy than he ever really does in the LN. He’s always kind-of a bastard, but to my knowledge he never goes as far as he makes the girls go in this episode. So overall it’s a pretty good episode.

Also if you like fan service then this one is for you I guess.

I watched it once and have never again, as much as I love this show, this episode just serves to confuse things. But if your into exclusive fan service and wish fulfilment, I'd say it's worth a watch.

So yeah it's filler.
