In case anyone is wondering, this is part of a VHS compilation of music clips intertwined with scenes of Noah Izumi going to work but running late. Those small scenes of her are the only new animation on this compilation of 45 minutes. It was even fansubbed at some point and can be easily found on Youtube.

But doesn't that mean that the info on this entry is wrong? If only the few segments are included in this entry, shouldn't they be split into however many episodes (5?) they'd constitute?
More sensibly though, shouldn't this simply be a 45 minute entry for Patlabor Music Clips, including all the songs and reused footage, as well as the couple of original scenes? Mospeada's Love, Live, Alive was handled that way, similarly featuring a mix of old and new material. The songs being from the original shows shouldn't be an issue either, Hurricane Live can exist with no original songs, and so do a number of other music clip OVAs.
