Kino's Journey - somewhat episodic, this has a good amount of tragic circumstance, but similar atmosphere to Haibane Renmei

Sora no Woto - less over-all tragedy, but the light heartedness and interesting town/culture aspects are similar.

Seconding Kino's Journey.
Also, I want to recommend Mushishi; it's not like Haibane Renmei, but has a similar feel to it.

Yes, some of Mushishi's episodes are in truth quite saddening. It's just that Mushishi never dramatizes them.

And perhaps Rainbow, which is currently being aired.

2nd Mushishi.

Also, so far Rainbow does seem to be promising.

In regards to Rainbow, what part of "not too dark" can't you understand? Rainbow is very likely to get very dark later on.

Anyway, try Dennou Coil, Kemono no Souja Erin and Kaiba.

Seconded.

And the current Angel Beats remind me too much of Haibane Renmei, only with much more comedy to it.

Seconded... I don't know about tragedy but Planetes certainly gave me a Haibane Renmei feel when I was watching it... and its a great series too.

This. I often recommend both in the same breath. Also (tentatively) recommending Mushi-Shi.
