People have argued that in some doujin that he is one, but in the manga and anime he isn't generally considered one since he works through a medium (being that of the notebook that belongs to a death god). |

um.. shikigami -are- gods, and Guren (Touda to be more correct) is one of the 12. it's not a concept present only in Shounen Onmyouji. there are 12 shikigami gods in Yami no Matsuei as well for example =/ ah well, not for me to decide, but shikigami and spirits aren't the same thing. |
