Dutch is a Communist

In Black Lagoon, there is one inconsistency that bothered me: Why do the prominently Russian Hotel Moscow tolerate Dutch? From my knowledge, these Communist Red Army veterans should have no greater hatred than a Black American Vietnam veteran. Could this be a inconsistency that just wasn't accounted for? A complication that was glazed over?
Then it struck me: Dutch is a Communist.
With that all the evidence adds up: How he resents the Nazi's beyond as being a black man. How he's reading a book on Mao. Hotel Moscow don't throw bananas at him because they know he's a Red.
However the most prolific detail is his veteran status: using a US military patrol boat, the jacket, even his gun... But this further drives the question: Why is he tolerated by the Russians? He abandoned the United States in Vietnam, leaving and doing god knows what before founding the Black Lagoon Company.
In conclusion, Dutch is a Commie or I'm fuckin' paranoid as hell.
