Although objectively no anime is perfect, at least in general there're a few main factors that make them objectively good. This also includes influencing how I rate the anime.
1. Have good characterization for the characters. Real depth to the characters is needed to make the characters objectively well written. Yes, they're 3-dimensional characters who act like most real normal people. Of course there should be objective reasons for the characters that don't need depth, like how they weren't written and portrayed as normal humans. Angels, demons, animals, monsters, robots, humans with personality disorders, supernatural beings etc. are characters that are allowed not to need and don't have to have depth. These characters can be better when they can make other characters have depth
2. Have well-developed characters especially for character driven stories. 4-dimensional characters are characters that have the actual development as well as the depth, they're complex and most of these characters are found in character driven stories/arcs. The characters are getting stronger? Getting smarter? More skilled? Finding talent and potential? It's not character development, but character growth. 1- and 2-dimensional characters given depth which makes them 3-dimensional characters are also not character development. By definition and in fiction writing, character development is the process of building a 3-dimensional character with depth, personality and clear motivations. Character development can also refer to the changes a character undergoes over the course of a story as a result of their actions and experiences. So a 3-dimensional character who's experiencing development then that's character development
3. No illogical plot armor, plot holes, plot conveniences and asspulls for plot consistency especially for plot driven stories. 4. Have coherent themes as those relates and don't deviate which have been studied, implemented, interpreted or believed from various references. Theme driven stories specifically explore central concepts in depth
5. Not having unnecessary fan services which doesn't give positivity to the plot and characters
6. Well produced and well adapted by an animation studio. This relates to faithfulness to the source material, animation, art, soundtrack/music, voice acting and also the compatibility between pacing and show
In addition there're also a few main factors that are more specific to certain series.
1. Have good world building explorations
2. Having a reliable narrator to deepen and explain in storytelling without doing info dumps for the plot and characters in the future of the story
