They share many elements: airplanes, young pilots, war, royalty, some type of mystery involving the sky. The main characters, Kal-el & Ariel and Clause & Lavie, have similar personalities and dynamics. Toaru Hikuushi is just more light hearted.

Main characters from both series are duo pair pilots. Clause and Kal-El are the one controlling the plane while Lavie and Ariel are the navigators. Both series taking place in the sky and living on floating islands. Last Exile's story can be very similar to Toaru Hikushi e no Koiuta. Both series have great movie visuals and animations.

Last Exile and Toaru Hikuushi e no Koiuta takes the idea of aviation and transforms it into an adventurous story with its characters. They both involve the characters taking on the world with their goals and ambitions.
There is also a warfare going on between certain nations. The main characters are caught up in this war as drama ensures and secrets are revealed. Character relationships are also explored through interactions.
Note that there is an additional element of romance in Toaru Hikuushi e no Koiuta. However, they both offer a similar feeling with their world settings.
This is the show Pilot's Love Song wishes it could be. Some people liked it, but I thought it gave off an overall feeling of meh, not to mention the less than stellar budget. Both series tell the story of a vaguely steampunk world engulfed in war, and center around brave young pilots. Last Exile succeeds where Love Song fails. The story isn't super innovative, but it's fun and well executed with a likable cast of characters. Gonzo put it's all into the animation.
