If Lelouch were a loli, and you change mecha in magic... Well, there are quite a few differences.
But the main characters do have some similarities, they both seem to fight for a similar cause, take over the world to change it for the better, use a similar organisation and get some magical help.

After a meeting with a mysterious girl, a high schooler is thrust into a battle with the government for conquest. He must now delicately balance a double life - fighting to fulfill the ultimate goal while not arousing the suspicions of his friends - one of whom is working for the enemy. While both action series, the main difference between Sekai Seifuku and Code Geass is that while the latter is very dramatic and serious, the former rarely slips out of its lighthearted and comedic tone.
