I'm not sure I want to hear the expression 'it looks gay' from someone that seems to have actually enjoyed Kuso Misu and Ai no Kusabi.
It's never been subbed and the only English release that exists are the dubbed DVDs released by Nozomi Ent. last year.
I tried asking several people, but all responses I've be gotten so far basically amount to 'we don't have any source to work with'
A LatAm dub exists, but it's nigh impossible to find.
Last time I checked, Psycho-pass was $55 for each half of the series, and a "Premium Edition" for like $150 or something.
