It only gets better and better :) And when I say that, I mean it only gets you more enthralled in the story

One Piece got close to dethroning Gintama for me a few times (especially when I was rewatching and I was at the slower part of the series before season 2), but after the Thorny arc, Gintama got the #1 spot for sure. And like you, I really doubt that anything will ever surpass Gintama for me. But both series are absolutely amazing, and I can tell for almost certain that they will remain my #1 and #2 for many years to come.

Hell yeah! I heard so much good things about the SA arc and it was amazing, and especially when I rewatched the series (finished rewatching two days ago). But I was absolutely not expecting the FS arc, I hadn't even HEARD of it before watching it. And it remains the most anxious I've ever gotten, and also the first time I was actually scared of a villain. Masterful writing, some of the best ever I daresay. Those two arcs were just perfection. My first time through, the Yoshiwara in Flames arc just seemed like an arc that could never be surpassed (it was also the arc that made Gintama my #1). But then SA and FS... I was stunned, and those two solidified Gintama as my #1 for many years to come. Love the series with all my heart.
