It's of Misaka's point of view and with her as the main character,but some events take place in the same timeline as To Aru Majutsu no Index. The animations in Railgun are awesome and the Sister's arc is deeply explained and is awesome. That arc almost contains 4 to 5 episodes in Index but it contains 14 to 15 episodes in Railgun. Definitely a must watch arc. And also one of the best arc. :D
Oh and sister's arc of railgun starts in Railgun S (The second season) :)
