My rating system may be a bit different than what you are used to. Therefore, don't be surprised if you see some great animes rated rather low on my scale. If it has at least a 5, usually I would have at least enjoyed it, and it is still an anime worth checking out. There is a big difference between what I personally like, and what I think is objectively a good anime, although many times they do overlap.
A basic outline for how I rate:
1. Animation-Is the animation smooth and polished? Does it have a style that sets is apart from others?
2. Story/First Impressions-Can a series suck me into the story? How long does it take?
3. Story/Keep it coming-Can the drama in the story keep me wanting to come back to it? Is the story easy to follow?
4. Story/Conclusion-Is the ending satisfying? Are there any loose ends left? Does it end on a cliffhanger?
5. Story/Continuity Check-Do the events that happen in the anime follow the rules of the world it is established in?
6. Length-Were there too many episodes? Too few? How many episodes felt necessary? How many felt like filler?
7. Music-Did the music match the atmosphere? Are the songs memorable?
8. Personal Enjoyment (3 points)-How much did I personally enjoy it?
