Why are there excerpts on the character art pages?

Something I've noticed reading the volumes of the Light Novel is that on the pages where the new character designs are presented there's always something that looks like an excerpt from a book in Spanish, usually by "Frederico Engels". That made me curious. I think it's just by design, but it catched my curiosity.
