The Bell level up is in vol 18 of LN, probably the next season in a few years

It doesn't matter who killed the Juggernaut as you don't need to kill monsters (or humans) to get excelia/high excelia from the fight. In case you forgot he reached Level 4 for his fight with Asterius and he actually lost that battle.

Bell will still get a huge amount of Excelia from this expedition and both of the Juggernaut fights. Is that enough to level up? You will see in Season 5

The requirements to level up is to have a basic abilities stat at least at the D rank and also performing a feat that would impress the gods. For example, taking down or holding your own against stronger opponents or surviving a life or death situation.

Yes, he is eligible. But it isn't necessarily good to level up right away especially so for him.

Yeah if he leveled up to Level 5 ( First Tier ) after his first expedition which only happened a few days after the fight with Asterius so a week or two since he reach Level 4 then it will cause an uproar. Bell is already getting a lot of attention for ranking up so frequently in such a short time, and considering that if he were to reach Level 5 after less then 2 weeks since reaching Level 4 then who knows what will happen

Yeah, Considering Bell can go beyond S to SS and even SSS due to Liaris Freese, leveling up early would just be a waste of that advantage. Everyone else has a lower stat cap per level than him, but leveling quickly would start to let others on the same level as him catch up.
