So I want to make translations of probably all the chapters in Russian because we don't have any translation of it. But I think I can do it for English-speaking people too, maybe with some help from HelloTalk so the text was comfortable for comprehension. I know that there are 10 volumes already translated in English. So questions are:
can I do it?
does anybody need it?
and if anybody needs it where can I publish it?

I'd love to be able to read Sazae-san! Although, 6477 chapters is a lot to translate. It would take a real long time, but I would definitely read it.

Like , about copyright or things like that ?
If so , then it'll be borderline , as the Manga is licensed by Kodansha US , but they dropped the translation after Volume 12 , even stopping the printing.
They still have the rights if i'm not wrong tho , so it's not really legal to fan-translate it...

It'll always get read by peoples who have a little interest in this Manga , but as far as i know , it's far from being popular in the US.

Did they translate the first 12 volumes or were they picking up stuff most suitable for the audience?

Since it was published by Kodansha , i personally would say that they did translate the actual 12 Volumes (Especially since a Best-Of was done after), but i can't say for sure , as i didn't bought them , and absolutely no one ever scanned even one pages.
