I want to watch this because of Oshii and not so much for the story. Can I skip the first movie and still understand the plot? :)

Yeah you could, the first movie isn't necessary to understand the second.

Not so much to understand it but more to enjoy it.
Also the first one I believe is also directed by Oshii.

You can skip the first movie before watching Patlabor 2, but the first movie is also excellent, so you'd be missing out. As others have said, it's also by Oshii.

The third Patlabor movie (the 2002 one) is definitely not of the same quality though, so I'd even recommend to skip it tbh.

All patlabor entries apart from the new OVA (yes that's what it's called) are self contained.
I don't understand why would you wanna only watch the second film "because of Oshii" though. The first film is also by Oshii. In fact the only entries Oshii wasn't involved in are the third film and Reboot.

I found out about this movie from a video that showed Oshii´s amazing visual narrative in Ghost in the shell and Patlabor 2 only, so I assumed that the first movie wasn’t directed by Oshii or wasn’t as good… also because the cover art here in mal looks so different between the two hahahaha but I guess I’m going to watch both :)

The second film is the most similar to Oshii's other more serious films like ghost in the shell and the sky crawlers since it maintains its tone throughout its runtime and it has all the visual tropes you would expect from him.
Of course that doesn't make his other "less serious" work not worth watching.
