Erm... I'd evolve Pikachu so you can have Raichu in your pokedex. Keep one Pikachu so you can say you have and therefore caught them all (for now anyways...).

Pikachu really isn't a strong pokemon in PGO so no amount of believing is going to make it the strongest pokemon.

Not to mention that Pikachus aren't exactly rare, either.

Not sure if serious.

Stats wise Raichu is hands down better than Pikachu in every way. In the mainline series Raichu doesn't naturally learn moves, so I imagine you should make sure Pikachu knows all the moves you want it to know and then you can evolve it.

But I don't know how all this shit works in Pokemon Go. If things like this don't matter then just evolve the little rodent.

You need to catch a bunch of Pikachus to evolve it anyway, so you can have both.

If you can't teach it Surf, then evolve it. No use having a useless cute critter around if it can't fight.
