 A tomboy is a girl who enjoys romping with the boys. ᕙ( * •̀ ᗜ •́ * )人( * •̀ ᗜ •́ * )ᕗ Typically (or traditionally), they are girls who are boyish in nature and are more comfortable doing "boy" things than "girl" things. They are characteristically depicted with short boyish hair and enjoy wearing boy clothes as opposed to dresses, skirts and anything that would be "girly." Tomboys like to play sports, wrassle in the mud, catch bugs, climb trees, fuck bitches and get money. You may claim any female character that is a "tomboy," meaning that they just aren't really girly (but they can have girly desires; it's just not an overwhelming character trait for them).
