The title tho.

Anyways, are there any anime with good animation that actually has a good character development going on?

I recently watched Hibike! Euphonium an No Game No Life. (Tried watching stuff like FMA). I just couldn't, the art in it was overwhelmed by those two.

The three leaders in character development are:

Inuyasha+Inuyasha the Final Act

The Legend of Qin/aka Qin's Moon

and Kingdom

in that order, and It's not debatable tha Inuyasha has the best art, and animation of the three, so that's a pretty safe bet for you.

The other two have great art, and yes great animation as well, but they're CG, and if you're being super picky about it, you may not want such.

Te next tier for char development, consists of:

The Twelve Kingdoms

Hanasakeru Seishounen

and Saiunkoku Monogatari

Those three are pretty much equal on all fronts or atleast wat too close to put them in a specific order.

Technically OP, what you seem to be sensible in KyoAni's works is post-treatment/effects, so that's not even art, it falls in the category of artistic direction. That said KyoAni hasn't put out something with a good story in years, so not sure I can help you.

Maybe you can go check Bones/Madhouse recent productions? or you'd like stuff like Dungeai deai ni or Shokugeki no Souma?

In terms of story (some may have good animation) :
Kokoro Connect - very similar to Hyouka but a bit more dramatic imo
Hunter x Hunter 2011
Death Note
White Album 2
Death Parade
Steins;gate
In terms of animation , although i dropped it and gave it a 2 because the charcters are annoying as fu*k , fate stay ubw animation is incredible

I count post-processing as art, but I completely disagree with you about the KyoAni's stories. They are one of the only few stories which actually have life-like character development going on. e.g. Euphonium(2015).

Order doesn't matter. However you should start with Fate Zero and then [url=http://myanimelist.net/anime/356/Fate_stay_night?q=fate} Fate Stay Night [/url] or Fate UBW because Zero is a pre-sequel.
