In that second image, it doesn't seem to be the case. It almost looks like black watercolor, haha, but that can't be right. I'll bet they just used some charcoal smearing techniques, but it's kind of hard to say for sure.

OP- Toning is how they do most things in manga. If there are pages with smooth shading like your second image, they're most likely a "special" more expensive page, because gradients cost more to print. With toning, they're essentially printing solid black and solid white only, so the closer together the dots, the darker it appears.
