Because their ship and all of their possessions were stolen, and most of the crew had been swimming. When they finally managed to drag themselves off the rock they had been stranded on, and into town, these were some of the only available clothes. The whole crew wound up wearing something weird.

Plus, since it was one of the movies, there was a non-canon villain, and he wanted to marry Nami. So it made the rescue scene all the more hilarious, because Sanji got to dash after his "bride".
