Okonogi starts working as the chief of Yamainu in 1978, under the cover of his fake company called Okonogi Foods. After the Great Hinamizawa Disaster (1983), Okonogi has a change of heart and profession and starts dedicating himself entirely to his food company. Between 1983 and 1986, he manages to secure ties with both Rudolf Ushiromiya's and Hideyoshi Ushiromiya's companies. He also befriends the latter, gaining trust of his wife Eva and instructing his son, George.

After the Rokkenjima Mass Murder Incident (1986), Okonogi continues to administrate his company in partnership with Eva Ushiromiya. In 1998, Eva dies, leaving the Ushiromiya Group under Okonogi's surveillance, to be passed to her niece, Ange, when she becomes legal. Pursued by the Sumadera family, to which her mother had belonged, Ange seeks Okonogi for help. 1998 finds Okonogi whistling cheerfully about love, truth and decision. Nonetheless, Okonogi raises up to his name and provides Ange with the best bodyguard possible - Amakusa Juza.
