Choi Jong-In is a Korean S-Rank Hunter who specializes in fire magic and the Guild Master of the Hunters Guild. He is displayed as a confident individual that does not falter under pressure even when fighting against powerful magic beasts.
Choi Jong-In is also a chain smoker and often found with a cigarette or outside (since some buildings do not allow smoking on the premises). His cigarettes can also be ignited to unleash his fire magic.
During the Jeju Island Arc, Choi Jong-In was a member of the 4th Jeju Island Reclamation Raid party alongside the Korean S-Rank hunters excluding Go Gun-Hee and Sung Jin-Woo.
According to Jin-Woo, Jong-In was one of the weakest S-Rank hunters he met. It seems that his title of the Strongest Soldier was an exaggeration due to his status as the Guildmaster of the nation's number one Guild and even thinks Cha Hae-in is several steps above Choi Jong-In, based on magic power.

Jong-In is a top-tier magician, and his fire magic can destroy a tall building with a single spell. He is also able to distinguish and confirm Sung Jin-Woo's ability as an S-Rank hunter by just looking at him.
Fire Magic: Choi Jong-In is a spell-caster that specializes in the fire element. Most if not all of his spells utilize fire offensively and defensively. As he is an S-Class mage, his fire spells are very powerful and can spread or reach over a wide range.
Fire Spear: Choi Jong-In creates spears of fire and launches them at his enemies.
Flame Barrier: Choi Jong-In is able to create a barrier using his flames that prevent enemies from entering or leaving. It is a powerful barrier preventing high-tier A-Rank magic beasts such as the ants from entering the nest. It is, however, able to be destroyed with ease by extremely powerful magical beasts such as the Ant King.
Flame Dragon: Engulfed in flames, Choi Jong-In molds the swirling mass into a small dragon that can burn away any enemy nearby.
