similar to what you would find in Ranma 1/2 with its mix of comedy and martial arts, though not quite as memorable. Basically it opens with the main character "Sakura" arriving as a transfer student at school, there she meets new friends and old rivals. My favorite character is Cha-Chi, she actually knew "Kujira" (the second main character) back from their childhood, and made a promise to marry her.... but never realized she was actually a girl! (heck, Kujira didn't even know herself, since her father always convinced her she was a boy at a young age in order for him to have a successor to his dojo) And its little touches like that I found amusing. Once the main villains arrive its once again done in over the top wackiness! Especially when Sakura and her rival (Whitebear) must battle for supremacy by way of turning into giants, and fighting naked over Tokyo............ sumo style!! That being said, even though this title is defiantly echhi, some viewers may be disappointed that it doesn’t contain anything too extreme. In fact, most of the echhi-ness that comes from this title, is nothing more than pantie shots. The first half of the series is hilarious! While the second one starts to feel watered down in the comedy department, but never becomes bland or boring. Being that this series only runs from 8-13 an episode, the antics of the characters do well in the entertainment department!

The music to this is descent, while the background sounds are little to memorable. It makes up for it with its wacky and amusing opening and closing themes. Which can contain a cool Japanese flip book with the characters doing random fighting moves, and the fact that it is sung by the cast themselves makes it nice. Overall its a hit and miss with it, some of it is good and others are not.

Truly this is where the title shines, the character design and environments are richly detailed and sharply animated. You’ll feel as though you are watching a crisp colorful painting the whole way through. And unlike many other titles out there, the character design is defiantly one that will stand out for you once you watch the first episode, which I really have to give credit to the animators for going that extra mile on it!

Characters are good for the most part, and despite its short episode length, we get some good back stories behind the main ones. There is even one episode where time travel plays a role in, and we get to see how some of them met each other, while other back stories come in the way of a flashback! Even though they are all distinct and likable, some don’t get any spotlight episodes at all, and seem to just get tossed in there without us knowing who they are to the characters. Still, can’t complain too much, especially when there is one character that refuses to talk to anyone other than text messaging them......even if she is standing right in front of that person! Again, gotta give credit to the writers for thinking of nice catches like that. Overall the characters are good, none ever become annoying and all succeed in making you laugh! One thing I found odd in the character department is, you just never get the feeling that Sakura is actually the main character, as more often than not she is over shadowed by others who seem to hog the spotlight. There were even times I forgot she was the main character entirely, as such ones like "Kujira, " get way more camera time and back story than her. And it just gives you an over all sense that you are watching nothing more than a bunch of hyper active girls do crazy things, than actually working on character development for them. So yeah, back stories aside, there is little to no character development in this, other than what is mentioned regarding the past.
Bottom Line: 8/10
While Penguin Musume Heart won’t appeal to all fans of this genera, (some may find the ecchi-ness too tame, while others may wish the overall storyline was actually going somewhere) its comedy bits are enough to keep you into the series, and I am so grateful that the writers didn’t bank the entire anime on its "echhi-ness factor, " and just made it fun to watch with clever comedy antics and mini plots! While the first half is definitely better than the second, there is no denying that this title does a good job on what it set out to do.....making you laugh and keeping you entertained! And at only 8-13 minutes an episode, it makes for a great title to watch when you don’t have a lot of time on your hands, and are looking for a quick laugh!

This anime is somewhere between Lucky Star and Ranma 1/2. There's martial arts that shows up from time to times. The characters are so cute and same thing for the sondtrack.
Story: At first there isn't much action action and the story is kind of simple. But then, other character like Cha-chi, Kaede and Mary appear and the show gets more interesting. Glad to know I'm not the only person who's heard of this! I found this series while roaming Viki.com. It seemed to be very unpopular, with the only comment being a person asking if the show was for kids or adults. Lucky for me, it was English subbed...not a masterpiece, but glad I found it
STORY: 6/10: It may not be something totally unique (parody anime are everywhere nowadays), but it's still a fun poke to the stomach at crazy otakus. this anime is a blessing to this humble planet we call earth. Everything about Penguin Musume♥Heart is fucking legendary. The comedy is phenomenal, The animation is smooth (for something that came out in 2008), And the fanservice is top notch( There's some legit nudity tho, so watch out). The main-ish character is too fucking relatable, because she's a weeabu like you. Watching this anime was without a doubt the best experience I've ever had.
