(ANIME/MANGA SPOILERS) About Gilbert...

I'm currently on chapter 14 of the Pandora Hearts manga, and recently learned how Gilbert formed a contract with the Nightray family's chain, Raven.
Because Gilbert is a member of Pandora and was convinced into forming a contract with Raven by Break, I would assume that he isn't an illegal contractor. If that's the case, then why has he aged over the past ten years, but Break and Sharon haven't? I think that I recall Break bringing up that Pandora's method of contracting can sometimes lead to a stunt in growth, but that it doesn't always occur. Does this just mean that Gilbert just so happened to be lucky, and it didn't apply to him?
No spoilers for anything after chapter 14 please, if it's later revealed I will read up on the manga!
