Are mangakas actually inspired by Tezuka's Star System or is it just an excuse for lazy character design?

Osamu Tezuka was popular for creating this "star system" in his mangas in which many of his characters would show up in multiple of his mangas as if they were playing different, but similar, characters in each story, almost as if they were actors playing various roles in his works.
I've read on wikipedia that other mangakas were inspired by this system when creating their manga, such as Masami Kurumada who has made the same type of protagonist for most of his works; Clamp, who draw their lanky and thin bishounen; Monkey Punch and etc

But honestly how much is actually a Tezuka homage and how much are these mangakas just playing it safe by writing the characters to be the same as the previous ones just because they were popular and the authors were already familiar with that type? It's not really a rhetorical question, I'm genuinely curious, did these authors ever speak up about this or is this just fans attributing this to their work as a way to justify their lazyness?
Sorry if I sound tongue and cheek but it is kinda surprising to see something that I previously thought was a writing flaw to perhaps be a conscious decision.

CLAMP's use of the system is acknowledged within the story of Tsubasa Reservoir Chronicle. I'm under the impression that Go Nagai does something similar. I'm not sure about the others.
