Just wondering if this genre exist in the 90's? If yes, can you recommend me some?

depends on the combination of genres you're looking

romantic slice-of life like Marmalade Boy, Hana Yori Dango or Karekano
a more comedic-childish one: Chibi Maruko-chan
a more peaceful cheerful take: well you got older stuff (older than 90s) but still very nice today like Candy Candy, Akage no Anne, Heidi or even Toriyama's Dr. Slump: Arale-chan

but I don't think you'll find many of the 4-koma slice of life or school-daily life in the 90s. Azumanga Daioh (2004), Suzumiya Haruhi no Yuutsu and Lucky Star were the biggest promoters on the genre

It did exist in manga,but I'm not sure if there was any slice of life anime,maybe touch??

Of course. Sazae-san can't be beat after all.

The 90s still had Nippon Animation. Those should qualify primarily because they had all these filler eps to show how they lived their lives. I still love all these novel adaptations because they build up relationships between the cast.

As for a rec, Romeo's Blue Skies.
