Well i am here looking for some help does anyone know where i can find a halloween costume.

A Akatsuki tobi costume, cloak, ring, and mask.
and i need a place to download Kakashi Gaiden.

Damn, I know it's a bit late but perhaps Cosplaymagic.com could help you out.

Mail them and see how long it would take to get the package. Shippment is free however I advise you to be careful when it comes to custom fees. My fee ended up at 100€ =(

Think it has to do with them shipping it as a gift or not.
