R for Mild Nudity?

Ok, so, I think the rating is just a little exaggerated. There was just one photograph that barely showed the nipple during breastfeeding. Can that really warrent an R for nudity? I'm fairly sure Wolf Children had a breastfeeding scene that was more explicit and that film is just PG.
