I would have to agree with Silver_Samurai, Itachi killed and his whole clan to stop a war and protected his brother and helped him gain Mangekyo Sharingan. Sasuke on the other hand...sort of. Jellal was evil because he was more or less possesed.

For me the most evil villains are

Gauron (FMP)
Asura (Soul Eater)
Sensui (Yu Yu Hakusho)
Crocodile and Black Beard (One Piece)
