Sorata's friend Nanami, a second year student and aspiring voice actress, pushes him to find new owners for the many cats so that he can quickly move back into the regular dorms. However, his desire to escape Sakura Hall wavers when the pet-like and infantile second year Mashiro Shiina, a world-class artistic savant looking to become a mangaka, transfers in during the spring trimester and quickly latches onto him.

Venturing outside makes Shintarou extremely anxious, but the thought of living without his computer is even worse. It's just his luck that on the day he finally goes out, he's caught in a terrifying hostage situation.
Luckily, a group of teenagers with mysterious eye powers, who call themselves the "Mekakushi Dan," assist Shintarou in resolving the situation. As a result, he is forced to join their group, along with Ene. Their abilities seem to be like pieces of a puzzle, connecting one another, and as each member's past is unveiled, the secret that ties them together is slowly brought to light.

This unconventional, surrealist comedy follows an exhausted high school boy who, despite multiple attempts from his friends, still manages to spectacularly... sleep. And he is given a task—not to fight monster or embark on a quest, but to enhance cultural exchange by becoming a "moe missionary" in this fantasy world! He meets a palace guard who has a bit of fujoshi taste, a half-elf maid, and the empress who is a little girl. He comes up with the idea of building a school. At first it runs as a comedy but later there are serious matters that Shinichi needs to face: ethnic discrimination, social problems, conflict with neighboring countries, sabotage by opposition elements including Japanese government, etc. Can he overcome the obstacles, successfully bring "moe" culture to the fantasy world, and help the people there as well?
