Can I watch this?

It's been like 5 years since I watched the rest of Kuroshitsuji so I remember almost nothing at all about anything. If I watch this movie will I be able to understand it? Would you still recommend it?

the movie is standalone from the series in my opinion as it located somewhere far away from the place where the mostly take place at its on the ocean

It’s a continuation of Book of Circus and Book of Murder (in that order). Both are very good in their own rights. I would suggest watching them if you haven’t already. You only need to have seen around the first 12 episodes of the first season for it to make sense. Even without, you can get a good sense for what is going on if you understand the basic concept.

The question is of how good of a recollection you have of the previously unfolded events and since that seems to be almost nothing, you definitely will have to rewatch it first.
