The similarities between the two manga is that they used bl for humor. Lot of ordinary life or school bl tropes can be found in the stories. The main characters of both series are straight (well for now not sure how it will go in the future).
The difference is that in Fundanshi Koukou, the main character is a fan of bl. So he enjoys watching bl moment in front of him. While in Zettai BL, the main character is trying to avoid himself for falling into a bl trope. He's basically attempts to be a background character behind all the bl love stories around him.
