Even though the plots are fairly different, both anime have a similar atmosphere. Both are quite dark and disturbing, having a lot of violence and gore, as well as trippy dream-like sequences that blur the difference between fiction and imagination through the usage of surreal imagery.

If there is anything to connect specifically the EoE movie with Perfect Blue, it simply is the trippy presentation it holds. You will find yourself at the end of it all thinking, "what is this thing my eyes just allowed me to see".
A good trippy experience.

If you want another movie that absolutely stuns you physically and mentally from the harmony of brilliant direction, artwork, music design, and a mind**** plot, then 'Perfect Blue' is the perfect cousin to 'Neon Genesis: The End of Evangelion'.
