You can think of this as a spin-off of Darker Than Black.
Both have super powers, in Towa no Quon, these people are the equivalent of Darker Thank Black's Moratoria. Both can use their random superpower without paying a cost.
Both are by Bones studios making the animation top notch.
If you still need more of Darker Than Black, feel free to watch this and think of it as a separate story from Darker Than Black but that still takes place in the same universe.
The premise holds very similar between these two shows. However, darker than black has just a slight edge more of a gritty mafia movie vibe, with its dark city scape, involvement of police force, and 'syndicates'. Overall though, Towa no Quon offers a similar experience as darker than black. You have children with special abilities, mysterious organizations, and all the cliche character mini arcs and tragic backstories that you could expect from a good tried and true japanese anime. However, I'm dont mean this in a negative light. Both shows give me the same feeling I had when I first started watching anime. Coming
