If you're looking for a plot-less Anime, solely for situational humor, then Lucky Star and Mitsudomoe both fit your needs.
Basically Mitsudomoe and Lucky star are episodic anime series about school girls depicted in moe fashion, just slight animation and art differences. Both shows are full of comedy in each and every episode, occasional (and blatant) reference humor to other TV shows and animes (Mitsudomoe likes using Power Rangers and Lucky Star uses Haruhi). These two shows are both centered around a group of girls, Lucky Star is supposed to be about high schoolers but look like they're the same age as the elementary school cast of Mitsudomoe.
