I haven't seen much of his work but I think Zetman has to be his best. Impeccable art style & design, with an expansive story. He even managed to fit in some romance and so far it's implemented really well.

I love Masakazu Katsuras work! I've read I's, Video Girl Ai and Zetman and let me say he can write any genre he damn well wants.
