Looking for an anime (from the 90's?)

I can't really remember much of what it was about.

It had something to do with a robot or android girl who needed to find a certain amount of friends (to become human?) or for some reason, I'm not sure.

I can't remember much but there was a brother trying to protect his little sister from some wizards or something and the little sister was like nine and never wore a shirt which made me remember it cause I though for half the episode she was a boy.
I also recall hooded wizards standing on pilers and one being killed.
Sorry not much to go on. I rented it on VHS when I was like 14.
