shishio in hell.... whatever that was filler (because i never finished the manga) or it was cannon, i find it interesting the not only in this anime but in other animes also hell is not the same concept of fire and brimestone like the christian beliefs and its simply a regular world you are locked in. no fire. no demons. no torture. etc.

in dragon ball z as well its just a place. thats it. there is torture and physical punishment at all, even to the most evil beings.

btw i'm aware that its filler in dragon ball. but still...

is this something to do with japanese/asian mythology. or budhism in general?

It's also in the Manga, and is even used a second time later on.
It's not made clear if hell literally exist in the universe of Rurouni Kenshin, or if it was simply a symbolism/hallucination.

It's definitely related to Buddhism, but there is multiple representation of the purgatory/hell in it.

The catholic church as far as I know is the only one that depicts hell as a fiery place with torture. Even orthodox christian hell is depicted as if tough are all alone burried below sand.
