Here, admins can create special characters who do not belong within the boundaries of admins, standard, or high ranking characters. Examples are observers and Faction Leaders.
Special characters are allowed to be as powerful as they need to be, however there cannot be an insurmountable gap between special characters and normal characters. Special Characters should not be undefeatable.
Since Special characters are allowed to be up to level 5, you are allowed to give them Rank 2 Powers, a free extra mastery, a free extra minor power and an ultimate attack (according to lv).
Special Characters start at a maximum of level 5 and can be given the unlocked items for said level and bellow from the start, however they must still progress in order to reach higher levels.
Exceptions will be made depending on the situation.
Please include a detailed description of your character. If this is not possible, please state why.

Character Creation in Shizuka City uses the Power Points System, which will be explained in the following spoiler:

Power points are points you can spend on your character's initial powers and stats. Each character starts with a maximum of 10 power points. You can choose how to spend these points as you wish, and any combination is allowed.
You can also trade in unused power points for REP by stating the number of unused power points you have in the REP account application

Guidelines:
The maximum cap for a stat point to be increased is 2x the average amount of SP/stat. This means that, for instance you spend all your power points on SP then you will have a total of 90 points, divided by 6 that would mean 15 points/stat. That means that you can't have a stat with more than 30 SP

Mistress of the void:
As the mistress of the center, she can control the element of void, with this she can use the following spells:
-Rift of void: She can slash any space and create a rift in space which absorbs anything touching it. It is immobile and primarily defensive. It can be overloaded with a strong enough attack and a durable item may not be completely absorbed immediately. The rift can last for a maximum of two posts before a one post recharge
-Orb of void: By channeling her powers and releasing it, she can create orbs of void which destroys and absorbs anything it comes into contact with (think Meido Zangetsuha), with the exception of people and their immediate equipment, which will be heavily damaged but not completely obliterated. She can channel it for a maximum of 10 seconds to create an orb maximum 2 meters in diameter. The orbs can be thrown after casting. Only one orb can exist at a time. She has to have at least a 5 second interval between casting orbs. In practice, this means she can create and use 1 orb/post. Highly durable items may not take full damage.
-Void Implosion:She can choose to make a void orb collapse on itself, sending everything it absorbed outwards in a hailstorm of debris

The sacred amulet of Izanami given to her and is permanently bonded to her to death gives her these abilities:
-Ability to talk with the spirit and the dead
-Ability to see spirits, auras and spectral energy. Gives increased perception to invisibility but does not outright negate it

-Augmentation of the faction bonuses of the Izanami clan in the form of more augmented stats in undead form, including +5%STR and +5%END and a health regeneration rate of 0.5%/post and reduced mana drawback by -5% (from -10%) (she still needs to be under 50% health to activate it, it still deactivates if she has 80% health or if 10 posts pass, and the effects will stack with the base bonuses of the generic Izanami clan bonus [+10% STR, +10%END and health regeneration of 2.5%/post])

She carries a sacred blade that she usually uses to fire her void orbs and slice open void rifts, but she is also adept at the naginata and uses them in battle as well. Other than this she has a reinforced umbrella that she sometimes uses as a shield and sacred robes that are... pretty much just expensive.
Biography:
Born as Mikami Izumi, part of a sect from the Izanami clan adept at controlling the fifth element, the void, she attended the most prestigious education in her training to be the mistress of her sub clan. She was hailed as a prodigy, mastering the art of opening rifts in time space and accessing the void. She had even more talents to her, such as controlling the ambient energies around her, enabling her to have a limited scope of telekinesis.
At one time in the past, there was a rebellion in the clan orchestrated by an evil user of the void. She had used her power to wipe out most of Izumi's sect followers, and even managed to kill the then crowned Izanami (title of the leader of the Izanami clan) after using deceitful tactics to destroy her.
Enraged yet still calm. Izumi used both her extreme power, diplomatic abilities and tactical prowess to turn back the situation by calling upon allies within the city, then proceeding to destroy the traitor in an epic fashion.
In the aftermath, after everything had calmed down, the high priest of the Izanami clan had told Izumi that the amulet had chosen her as its new host, and thus Izanami took it and became the chosen agent of the goddess of death, Izanami as well as the new leader of the Izanami clan.
Personality:
Izumi is aloof and cunning. She is well versed in the art of communication and public relations, and talks with dignity and nobility in formal situations. However in informal situations she reverts to her more relaxed self who likes games with people. When she gets angry and/or serious, her will is not to be trifled with.
Skills and Additional Information: She is a master of manipulation and her charisma makes her an ideal leader. She can, however, occasionally be extremely gloomy or lazy.
Appearance:
She has long white hair and green eyes. She has a slight tan from being outside often. If she is not in uniform and is wearing a dress she will reveal a small mole on her right shoulder. She's 166 cm tall. She weighs 58.9 Kg but it's mainly because of muscle that she weighs as much as she does. She has a bit of a muscular build but is still rather soft.

Main Power: Ibuki has the ability to make a magical prison that drains health and stamina for as long as you're inside of it. The prison will be a 3x3 meter area. The longer it's charged the larger and or stronger the prison is. You can destroy a wall and it changes Into a pyramid. If another wall is destroyed the pyramid is destroyed. She can fight and charge at the same time.
No wait - the prison is as strong as wood and 3x3 meters.

Any charge after five adds the effect of whatever what has not been added yet. If it is charged for 10 post the prison will be 30 meters and as strong as diamond.
Staying in the prison for ten post will drain the opponent to unconsciousness. The draining can either be painful or painless depending on how much the person resist. If they resist a lot then it hurts a lot. She can walk in and out of the prison at will. She can only make one prison at a time. She can be harmed by her own attack.

Biography:Ibuki Alpha Noir is the firstborn of the Noir household. Being the firstborn gave her a strong sense of Duty. Her early life consisted of protecting her siblings from their own mischievous activities especially one particular sister of hers. She was they type of kid who always did the thing that their parents wanted them to do. In turn her parents wanted her to become a police officer so that what she did. She studied hard to become a police officer. She went to combat school and learned how to defend herself properly. She learned all of the laws of Shizuka City and joined the police force at a young age. She started learning early so that when she was in training school, she excelled beyond most of the other students. She was know as a prodigy when in reality, she just worked towards her goal since she was very young. She studied and worked and trained her body until she was old enough to become a officer. Once she became an officer she immediately became accustomed to field work. She had a knack for arresting people with her ability. It was perfect for making people surrender. She was also physically adept and was one of the strongest officers there were. Eventually the previous Chief of Police became too old and too ill to continue to run the police force. Ibuki was the first candidate to be come the Chief of Shizuka police department. After a few more discussions, Ibuki was chosen and now she had to tackle a new challenge. Paper work.
Personality:
Being firs born she has a strong since of duty to protect and be the best at what she does. She works hard and is very dutiful and is often depicted as a workaholic. She is not emotionless though. She is a normal girl deep down and is very straight forward and to the point so things like sayings and wordplay does not really suit her methods. She hates paper work with a passion and will do anything to avoid it. She may even go into hiding in order to avoid it. She lives for field work however and is often very punctual when it comes down to it.
Skills and Additional Information: She can tie really tight knots. She is often found outside of her office. Avoiding desk work is ideal. She is very skillful in gymnastics, archery, and swordplay.

Kogenei will wear whatever is comfortable to him, yet he normally wears warm leather gloves and boots to complement his fighting-style and area of work, while also fashioning dark coats and longsleeves during his operations.

Major Power: Reaper’s Scales
Connected to his Trident “Pluto’s Edge,” Koganei has the ability of Reaper’s Scales or “Momentum Transfer.” This ability changes depending on the ratio of how much Stamina Koganei has in comparison to his Mana.
Vanguard (Stamina > Mana)
In the Vanguard State, Koganei gains the ability to expend the difference between his Stamina and Mana in exchange for a 3-own-post long 50% increase (ie 16 + 8 = new stat of 24) of his Endurance, Strength, and Speed stats (yet leaving the Minor Stats unaffected). This ability can be activated in a defensive post, yet this defense counts toward the 3 posts. The effects of a Vanguard exchange end upon the 3rd post.
Maelstrom (Stamina < Mana)
In the Maelstrom State, Koganei gains the ability to expend the difference between his Stamina and Mana in exchange for a long-term attack with a two-post charge known as “Stormbreaker.” With Stormbreaker, Koganei spends the first post charging up his attack, drawing in electricity and winds from his surroundings to brew a storm, yet also leaving his defenses open for damage infliction. He is able to defend upon after his second post, however, as Koganei is able to let this storm break loose, making stormclouds darkening the skies above and creating a zone around him with a range of 15 meters. Within this range and during this storm (which lasts a maximum of 8 posts), Koganei now has access to single pinpoint lightning strike attacks and single tornado-class winds (which act like a force push, and are non-damaging other than causing collisions). His lightning strikes can be used in unison with other attacks, but can only use one lightning strike per attack post; also, a lightning strike will do significant damage, but does not one-hit opponents or cause any long-term symptoms [unless the opponent forces it upon themselves]. Also, the damage done by lightning strikes is rationally decreased in proportion to the target’s Endurance stat (ie opponents with 20+ END will only suffer about half of the normal damage). Clouds brought about by Stormbreaker do not disappear after the 8 post limit, yet Koganei is now unable to use attacks made accessible by Stormbreaker until the next time he uses it.
Equilibrium (Stamina = Mana)
In the Equilibrium State, Koganei can deplete about 1/6 of his Stamina or Mana stat to perform a x2 damaging attack, charging his attack with either wind (Stamina) or electric (Mana) properties.
Minor Power: Mistwalker
A versatile power which allows Koganei to instantaneously turn into fog/mist. He can expand this mist form over the range of a 75 meter radius, travel as a mist cloud, and has no limit to its opacity (will become fog in denser forms). This power requires mental focus however, making Koganei susceptible to sneak attacks or attacks too quick for him to respond to. He also has a 4-post-limit to how long he can retain this form, before he has to return to his human form. Physical attacks are ineffective on him in this form, yet special attacks with electric, earth or fire properties will do x1.5 damage upon him in this form.

Pluto’s Edge, a trident spear used by Koganei Hibari and connected to Reaper’s Scales
Eye of Grimm, a synthetic eye which was surgically implanted into Koganei; seems to be the source of Koganei’s Reaper Scales, yet simply changes color according to Reaper’s Scales current state
Biography:
Raised in an orphanage, Hibari grew up as both a leader, working hard with the other orphans and his classmates at Shikabe to improve himself in his studies and his pursuits. He had a certain charisma to him; maybe it was his exciting and endearing storytelling of tall tales and myths of different heroes across time, or maybe it was his ideals of “keeping the world safe” and sacrificing himself for “the sake of everyone’s smile.” In any case, people looked to Hibari for help, whether it be something as simple as cleaning out their garage or something as difficult as getting rid of a notorious biker gang from the nearby city of Marino. Under the teachings of his lifelong teacher Koganei Rito, Hibari developed his definition of justice, drawing a fine line between purity and corruption and truly fueling his drive for success in his endeavors. His good deeds served not only as interests towards his entrance to pre-med at Shikabe Academy, but as the catalysts to create a group of individuals dedicated to protecting the people of Shizuka, both from the evils of the outside world and the corruption lying beneath Shizuka’s shining top-layer. This group’s conception was ensured by the death of Hibari’s teacher at the hands of an unknown assailant, who Hibari had identified as either one of the Izanami Clan’s or the PD of Shizuka City. Adorning his teacher’s name and heading out into the world, Koganei Hibari founded the Justice Brigade in secrecy, with the official aims of protecting the peace (and his personal agenda of finding his teacher’s killer).
Personality:
A hard worker and charismatic leader, Koganei is dedicated to helping those around him and protecting their well-being and livelihood. He can be somewhat arrogant and talkative at times, yet he is fairly considerate when it comes to others, especially women and children. He is quick to get down on his own failures however, and he often forces the entire blame upon himself, even when it’s not even his fault most of the time. Calculative and cunning, Koganei was also in the top 10 of his graduating class, making him an exceptional intellectual.
Skills and Additional Information: Hibari’s aptitude in spears & close combat come from the teachings of Koganei Rito and his own extensive research into these fields, however, his mana-focused abilities and powers stem from his own experimentation. He can be a bit of a nerd too, talking often to his "friends" about his interests in trending comics, manga and anime. Koganei is fairly versed in chores work and tending to haircare and dietary needs as well, having to take care of the other orphans in his orphanage. One quirk about Koganei is his constant playing with his long hair.

He can summon a cherry blossom tree from any surface. The tree is highly durable, but it is immobile and can be destroyed. The tree sprouts a number of sakura petals which are enchanted. on the tree, they are normal petals, only sharper, and Shingen can call upon them and move them about in a 50m radius. When they are like this, he can change them to become a sort of sharp glass. However, they can combine and form into solid objects such as swords and shields, which can also float and be telekinetically controlled by him. The more of them join together, the denser and harder the object is. They cannot imitate special properties such as that of gunpowder (more on that later) however they can change physical properties such as elasticity, melting point, density, brittleness, etc.
The tree starts out as 1m tall in the first post, with 1000 petals in its arsenal, however, the more turns it survives, the stronger it gets (Shingen can stop the growth at some point, then it will stay for 3 turns+the possible total potential turns if it was allowed to grow to full height).
after it reaches the maximum height of 10m, it can stay like that for 3 turns, then, it will degrade 2 meters per turn until it vanishes again, leaving Shingen with a cooldown time of the same amount of turns he used the power minus 3. If the tree is destroyed or heavily damaged, the power will immediately shut down.
Shingen can stop the power at any time, where the tree will simply disappear.
